The U.S. wants to dictate the rules of the game with Iran on its own terms. They have zero interest in owing China a "favor" or letting Beijing expand its footprint in the Middle East.
Trump is sticking to his "maximum pressure" strategy—forcing Iran to bow down and sign a total denuclearization deal, rather than accepting delaying tactics.
